Despite its cursory nod toward Mediterranean architecture, the mammoth rotunda of Pasadena’s City Hall remains firmly rooted in the Beaux-Arts classicism of the early twentieth century; were its arched openings and red tile replaced with segmental arches and a copper roof, it would fit comfortably in any East Coast metropolis. Designed by the Classicist masters Bakewell & Brown and completed in 1927, the building’s rigid symmetry and wildly overscaled rotunda typify Beaux-Arts planning, in which monumental form invariably trumped functional needs.
